Signs might include pacing, drooling, panting, destructive behavior, submissive urination, pawing or digging at the crate or door

Reasons for requiring a fenced yard might include dog being afraid of being on leash, dog not doing their business on walks, or they have a lot of energy and need a safe place to get exercise beyond walks. Note that CCTR policy requires the dog to be leashed or in a secure area when outside the home, thus this question is not asking if they can be off-leash in an unfenced yard.

For in-cabin travel, the pet carrier must be a maximum of 19 inches long, 13 inches wide, and 9 inches high. It must weigh 20 pounds or less with you pet inside it. The carrier must fit in the seat in front of the passenger. Consider the temperament of your foster and whether they could safely by taken out of the carrier when going through TSA security screening.
